First of a stack that adds the Materialize SDK from the design in #37463 (merged). This PR adds the protocol core's Cargo workspace under
misc/materialize-sdk, its CI step (clippy, tests, cargo deny),bin/fmtandbin/gen-lintscoverage, and theFrontiertype, which owns the oneAS OF F - 1conversion. The whole stack is on thesdk-previewbranch, for trying it end to end. Part of DEX-178.Tests: unit tests for the frontier and its JSON form.
