把 Calcit CLI 与
@calcit/procs从0.31.0-alpha.7成对升级到正式版0.31.0（crates.io / npm 已发布）。只改工具链配对，源码、依赖模块版本和门禁不变。改动文件：README.md deps.cirru package.json yarn.lock
deps.cirru的:calcit-version、package.json的@calcit/procs与yarn.lock同步到 0.31.0；workflow 与 README 里描述当前配对的版本号一并更新，历史记录段落保持原样。本地用官方 0.31.0 release 二进制（校验和与 release manifest 一致）和 caps 0.1.1 验证：
caps --ci（CI 使用 strict 时同样带--strict）通过calcit edit format无改动calcit --check-only通过calcit fix --workflow strict --verify --format edn通过其余测试、构建和部署相关步骤由原 CI 验收。
