Pin CLI publication to the tools revision that verifies draft releases by database ID and refuses existing drafts. Preserve the existing product build, tests, acceptance and artifact identities.
Validation: actionlint passed; the shared implementation passed all 17 release tests and exact-head hosted CI. Full product checks run in this PR.
