chore(start): bump seroval to 1.7.0 - #2368

- Bump `seroval` and `seroval-plugins` to 1.7.0. - `isStream` now also matches the new `LiveStream`, which has no `throw()`. Use `instanceof Stream` to find open decoded streams, since decoding never builds a `LiveStream`. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
