Re-generate patch for ed/idl/SVG.idl to match now-Bikeshedded SVG spec - #2091

w3c/svgwg#1199 switched the SVG spec format to Bikeshed — which dropped bunches of blank lines between definitions in the IDL (good!). But the first hunk in the patch here for ed/idl/SVG.idl actually had one of those blank lines as its context, making the patch fail to apply. So this change gets the patch righted to apply against the new IDL there.
